p.s. AT&T's technical help staff are idiots. They could not even tell me how to simply change the address of the remote control. He had to read the manual to me, which I could have done that.

You should get tech help directly from Dish..if you check the 'tech portal' on the website, you may even see your exact issue.
Or a local Dish (independent) installer.
We have some Dish-perts here too, who I am sure will jump in.
The 'telcos' are the reason I no longer use a land-line.
