Try using a much shorter s-video cable to see if it is the 25' length that is causing the problem.

It actually could still be the video settings in the laptop. If it still doesn't work with the short svideo cable you migh want to try a lower setting resolution, or get powerstrip which allows you to tweak the video settings to make it work. It will also help it fit within the tv screen by eliminating the overscan on the TV.
