Overscan is the intentional adjustment of picture size so the image is about 5% larger than the visible area, this is normal for TVs. PC monitors intentionally UNDERscan.

Your TV's image size needs adjusted, this is a service adjustment.

For better info, you can get an adjustment disc, like Avia or DVE, and it will have a standard image that will show you how you're centered & size adjusted...
