Ok, seriously.....why? Same company. If on 360, its the same system. It hasn't upgraded. The unified shader is the same as it was when GOW came out, so why do we automatically assume it will be better? This isn't a new graphics card in a PC we're talking about, its the same system. Wouldn't it be more reasonable to say that we expected them to be comparable? GoW did push the envelope, so to speak. As an example, God of War II on PS2 didn't have appreciably better graphics than GOWI and it was two years older.

I might think that this was a potshot at 360 if it weren't the same guy that developed Gears of War making the statement.
First of all it is not a shot at the 360, despite whatever the OPs intentions were. You are vastly mistaken in your argument and here's why.

First off your God of War analogy is completely incorrect. The original God of War came out in 2005, four years after the PS2 launched. This means that the console was fairly well tapped out when the game was made, and also why God of War 2 looked very much the same, although their were some very slight graphical overhauls.

In contrast, Gears of War came out in 2006, 1 year after the 360 launched. Epic was playing with a new system and got some amazing results out of it. At the time even their new Unreal Engine was brand new. Now, one year later, they are designing the game again and they have more experience with their engine and with consoles in general. They are able to get more juice out of the PS3 because of this.

Systems NEVER show off their full graphical capabilities until about 3-4 years into their cycle. The Xbox 360 isn't at its full, the PS3 isn't at its full. The argument is stupid because of this. Each year that passes, companies, the very same ones who made past games like Epic, are going to be able to make games that look better and better until the system taps out.

It is all in understanding the system and how it works. Like I said, this is NOT a shocker just like the fact that CoD 3 looks like crap compared to CoD 4, both of which were released on the 360 (for comparison).
