Only if Toshiba wants them to. It does not have to grant a license to Chinese CEM's. This can be done in too ways:
1. Make the fee large so profit is very small.
2. Grant a license with a reasonable cost and put a start date on it. EXAMPLE: License begins 2/1/08. Stops players from being sold before 2/1/08. Gives Toshiba a good crack at the market for the last 5 weeks in 2007, in addition to month of January 2008.

Then Toshiba better start talking business, because that would be a massive push into the HD DVD market, and I am sure Wal-Mart would love to get there hands on those $200 HD DVD players.
