This is mostly for digital display technologies like DLP, LCOS, LCD, and Plasma. I think some CRTs actually change their scan rates, but I don't know.
If your set is a 720P set, i.e. the display is only capable of showing 720P, then the 'native' resolution of the set is 720P. So most older TVs and many current ones are 'native' 720P. Real new plasma, DLP, etc., are 1080P, so 1080 is closer.
If s 720P TV gets a 720P signal, it doesn't have to scale it and the same goes for 1080i/1080P set (though these have to deinterlace).
