Yes I do think Dish PQ is better in HD and SD than Charter's. For one thing Charter cable as most cable providers if not all, still use analog even with "Digital Cable." Satellite, whether it's DTV or DN, SD channels are going to look better in most instances than cable. There are exceptions and the quality still pales in comparison to HD but to me PQ is much better with Dish Network.
I noticed something strange when I had TW in the past. With Digital cable channels 2-99 or so looked how they always have looked in the past, then once you got above 100 the PQ on SD channels really improved. I finally figured it out that it was the analog tier that had poorer PQ than the Digital tier. In September of 2005 with Hurricane Rita our local CBS affiliate was broadcasting hurricane coverage around the clock. So, they moved the regular primetime programming to one of their other Digital channels which usually just broadcast a weather radar. The PQ was excellent on this channel whereas normally it was only o.k. on the analog tier. That is how I feel about the SD channels I receive now, they have better PQ than the analog tier I had or Digital even with Charter.
