I think the 28mbs transfer rate is just in playback, from D-Theatre type material. I don't think the JVC D-VHS decks are capable of actually recording that data rate, more like 19mbs. I could be wrong, though.

I am also wondering if it is tape dependent? Are you using fresh D-VHS tapes? rather than attempting to use S-VHS blanks? Have you set the recorder for the fastest recording speed? HS, rather than Auto-HS. It sounds like you are at, or slightly beyond the upper limit of what the JVC decks are capable of recording.

The JVC decks can definately record in 1080i, though from a cable box equipped with a firewire port.

You may have to set-up your computer as a virtual D-VHS deck to transfer your material.
